Heavy Rain and Flash Flooding Concerns in California; Heavy Snow in the Sierra

An atmospheric river will bring heavy rainfall to lower elevations of California this week, and heavy snow to the Sierra Nevada mountains. Flash flooding, some of which may be locally considerable, will be a concern on the western foothills of the Sierra Nevada mountains through Tuesday.       Set Zoom Level to be 100% in Internet Explorer, ie: ie-11.
      Or the user can press and hold the <CTRL-key> and hit zero, to get browser to 100% zoom level.
      use the CTRL and + keys to zoom in and the CTRL and - keys to zoom out. Refresh the page(F5)
      after zooming. You may also need to have the Compatibility View to be turned `ON`
