Severe Weather and Heavy Rain Along the Central Gulf Coast; Pacific Storm in the Northwest

The NWS Climate Prediction Center has issued the winter outlook (Dec-Feb) for 2018-19. The expected weak El Niño conditions will favor above normal temperatures across Wisconsin and near or below normal precipitation across the northeast half of the state. 

Even during a warmer-than-average winter, periods of cold temperatures and snowfall are still likely to occur.
