A low-pressure system lifted a warm front through the Middle Ohio Valley and Central Appalachians the night of July 20 into the early morning of the 21st, then steered a cold front east across the area late that evening into the night. Showers and thunderstorms began to develop by late morning on the 21st, with a broken line of stronger storms progressing across the area during the afternoon and evening. Severe thunderstorms produced two main swaths of damage across the area. The first swath of damage encompassed areas along and north of a line from Athens County east to Randolph County, while the second was primarily concentrated along and near the I-64 Corridor. In addition to numerous reports of downed trees and power outages, some notable areas of damage were determined to be the result of tornadoes. Heavy downpours also produced significant flash flooding and river flooding across parts of southeast Ohio and West Virginia. The most notable flooding occurred in Lewis, Upshur, and Randolph counties where 4 to nearly 8 inches of rain fell. |

In southeast Ohio, heavy downpours produced two to three inches of rain which led to flash flooding, followed by rises on Duck Creek and the Little Muskingum.
In West Virginia, heavy downpours produced a stripe of two to three inches of rain across Lincoln, Boone, Kanawha, and Fayette Counties which prompted some flash flooding. Meanwhile, amounts exceeding two inches led to additional flooding across the north-central part of the state. Four to nearly eight inches of rain produced catastrophic flash flooding across portions of Lewis, Upshur, and Randolph Counties. Numerous reports detailed impassable or washed-out roads, water rescues, and homes and businesses being inundated by flood waters. Even a portion of I-79 was shut down due to flooding. In Upshur County, two individuals perished when their vehicle was swept off the road and submerged in flood waters. Flash flooding eventually gave way to river flooding as excessive runoff made its way into local rivers, creeks, and streams. Gauges recorded flooding on the West Fork River, Buckhannon River, Sand Run, Tygart Valley River, South Fork Hughes River, and Middle Island Creek.
