Heavy Rain and Flash Flooding Concerns in California; Heavy Snow in the Sierra

An atmospheric river will bring heavy rainfall to lower elevations of California this week, and heavy snow to the Sierra Nevada mountains. Flash flooding, some of which may be locally considerable, will be a concern on the western foothills of the Sierra Nevada mountains through Tuesday. Heaviest snow will be focused over eastern areas on Monday with a slight chance of sleet or freezing rain mixing in. Snow totals should remain below 1" for most of the area.
Medium chances of measurable snow for most of the area with Monday's system and low chances of 1" or more outside of far eastern areas.
With the arrival of cold air and brisk winds behind a front Monday AM, it will feel quite a bit colder than the actual temperature. Winds subside later on Monday with lower temperatures for Tuesday morning.
Monday's wintry weather will result in slick road conditions, especially along US HWY 62/180 in Hudspeth County and through San Augustin Pass on US-70.
We will see cooler temperatures on Sunday, but our highs will still be around 10°F above average. Our skies will be partly cloudy with northwest winds of 10 to 15 mph. A stronger cold front will move into the area after sunset Sunday night.
