...FLOOD WATCH NOW IN EFFECT FROM 10 AM PST THIS MORNING THROUGH
LATE THURSDAY NIGHT...

* WHAT...River and urban flooding caused by excessive rainfall is
possible. Landslides possible in areas of steep terrain, and
debris flows possible over recently burned areas.

* WHERE...Counties in Oregon: Benton, Clackamas, Clatsop, Columbia,
Hood River, Lane, Lincoln, Linn, Marion, Multnomah, Polk,
  Tillamook, Washington, and Yamhill.

Counties in Washington: Clark, Cowlitz, Pacific, Skamania, and
Wahkiakum.

* WHEN...From 10 AM PST this morning through late Thursday night.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Landslides and debris flows are possible during this flood event.
People, structures, and roads located below steep slopes, in
canyons, and near the mouths of canyons may be at serious risk
  from rapidly moving landslides.

* ADDITIONAL DETAILS...
  - A prolonged atmospheric river is expected to bring periods of
heavy rain to northwest Oregon and southwest Washington
Monday through Wednesday, with periods of lighter rain
continuing Thursday into Friday. This weather system will
result in an increased risk for flooding. Forecast rain
amounts from 4 AM Monday through 4 AM Thursday range from 4
to 6 inches in the Cowlitz Valley, lower Columbia,
Portland/Vancouver metro and northern Willamette Valley, 2 to
4 inches in the central Willamette Valley, and 1.5-2.5 inches
in the southern Willamette Valley. Forecast rain amounts
reach 6 to 12 inches in the Cascades, Cascade foothills,
Coast Range and the coast, except 2-4 inches from Florence to
Newport and in areas of higher terrain in Lane County. Rivers
draining the coastal mountains and several Willamette
Tributaries have a 30 to 60% chance of reaching minor flood
stage or higher. The Pudding River at Aurora and Johnson
Creek at Sycamore have an 80% chance of reaching minor flood
stage or higher. Chances for flooding along the Willamette
mainstem remains low at 5-15%. Urban flooding is possible and
water on roadways will increase the risk of hydroplaning and
car accidents. Landslides in areas of steep terrain will be
possible, as well as debris flows over recently burned areas.

...FLOOD WATCH IN EFFECT FROM MONDAY AFTERNOON THROUGH THURSDAY
MORNING...

* WHAT...Flooding caused by rain and snowmelt is possible.

* WHERE...Clearwater and Idaho County, Idaho.

* WHEN...From Monday afternoon through Thursday morning.

* IMPACTS...Creeks and streams may rise out of their banks. Flooding
may occur in poor drainage and urban areas. Storm drains and
ditches may become clogged with debris. People, structures, and
roads located below steep slopes, in canyons, and near the mouths
of canyons may be at risk from landslides.

* ADDITIONAL DETAILS...
  - A prolonged atmospheric river is expected to bring periods of
heavy rain to Idaho and Clearwater Counties, Monday night
through Thursday. Rising snow levels will lead to a rain on
snow event for elevations below 7,000 feet Monday night into
Tuesday morning. The precipitation rates will briefly
decrease Tuesday afternoon, before a second surge of moisture
arrives Tuesday night into Thursday morning. By Thursday,
significant precipitation totals are forecast, with 2 to 4
inches in the valleys and 4 to 8 inches in the mountains,
with locally higher totals over mountain crests. Landslides
in areas of steep terrain and minor flooding in urban and
    poor drainage areas is possible.

...HEAVY RAINFALL MONDAY THROUGH WEDNESDAY WILL LEAD TO AN INCREASED
THREAT OF LANDSLIDES IN WESTERN WASHINGTON...

Rainfall of 1 to 4 inches over the past several days has increased
antecedent soil moisture to high levels across western Washington.
Heavy rainfall of 2 to 6 inches across the lowlands and 4 to 10
inches over the Olympics and Cascades is expected Monday morning
through late Wednesday. This amount of rain will put extra pressure
on soil instability, leading to an increased threat of landslides and
debris flows, especially from recent burned areas.

Areas most susceptible to landslides debris flows under these
conditions are steep coastal bluffs, other steep hillsides or
road cuts, and recent burned areas. A diminishing threat of
landslides and debris flows will continue for several days after
the rain ends.

...RIVER RISES AND INCREASED RISK FOR MUD AND ROCK SLIDES THIS
WEEK...

A series of warm, wet, and breezy weather will bring periods of high
mountain snow and heavy rain to low to middle elevation areas of the
central and southern Idaho Panhandle mountains Monday through
Wednesday. Snow levels will fluctuate between 5000 and 7000 feet.
Lower elevation snowmelt in addition to the rain will lead to rises
on
small creeks and streams. This will also bring an increased risk for
mud and rock slides in areas of steep and susceptible terrain.

...RIVER RISES AND AN INCREASED RISK OF MUD AND ROCK SLIDES NEXT
WEEK FOR THE CASCADES...

A series of warm, wet, and breezy weather systems will result in
high elevation mountain snow and mid to low elevation rain in the
Washington Cascades next week. Snow levels will fluctuate between
3000 and 5000 feet. Mid to lower elevation snowmelt in addition to
the rainfall will lead to rises on small creeks and streams. This
will also bring an increased risk for mud and rock slides in areas
of steep, snow-free terrain, as well as to recently burned areas and
any burn scars.

...RIVERS RISING IN THE WASHINGTON CASCADES EARLY THIS WEEK...

Rains that brought rising river levels to the area, especially the
Washington Cascades over the weekend, will be compounded as another
round of heavier precipitation is fed by a strong atmospheric river
early This Week.

Currently a few locations on the Naches and Yakima Rivers are
forecast to reach action stage starting Tuesday and Wednesday (45 to
70 percent confidence) but the chances of reaching minor flood stage
are relatively low at this time (20 to 45 percent confidence).
