* WHAT...Flooding caused by excessive rainfall continues to be
possible.
* WHERE...All of southern Illinois, southeast Missouri, western
Kentucky, and southwest Indiana.
* WHEN...Through late Saturday night.
* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Extensive street flooding and flooding of creeks and rivers are
possible. Area creeks and streams are running high and could flood
with more heavy rain.
* ADDITIONAL DETAILS...
- The first round, or rounds, of heavy rain occurred overnight with
southeast MO, southwest IL, and far western KY receiving most of
it. Radar estimates show a broad swath of 1 to 3 inches with
embedded pockets where storms repeated producing 2 to 3 times
that amount in some localities. This super saturated ground will
be prime breeding grounds for excessive runoff from additional
heavy rains expected later today into tonight, and heading into
the weekend.

There is a Slight Risk (level 2 of 5) of severe storms late this
afternoon into tonight. The main threat is damaging winds, but
some large hail and a possible tornado cannot be ruled out. Heavy
rain will continue to bring a risk of localized flooding,

DISCUSSION...
There is a Slight Risk (level 2 of 5) for severe thunderstorms
today with the primary hazard being damaging winds up to 60 to 70
mph and hail up to the size of half dollars.
There is a Slight (2 of 4) to Moderate (3 of 4) Risk for
excessive rainfall and localized flash flooding in place through
this evening. A Flood Watch was expanded to the west to include
portions of far southeastern Kansas and remains in effect through
this evening.

Flash flooding continues to be possible through Sunday with
multiple rounds of precipitation expected over the weekend.

This Outlook is for Northwest and West Central Arkansas as well as
much of Eastern Oklahoma.

SEVERE THUNDERSTORM.
RISK...Limited.
AREA...North of Highway 412 in Northeast Oklahoma and Northwest
Arkansas.
ONSET...Late Evening.
DISCUSSION...
Thunderstorms are expected to become more widespread across
southeastern Kansas overnight, as an increasing low level jet forces
warm, moist, and unstable air over a weak surface boundary stretched
across the area. With mid and upper level flow across the region from
the northwest, some of this activity may move into northeastern
Oklahoma and northwestern Arkansas tonight, generally north of
Highway 412. There is a limited risk of severe weather with the
stronger storms that develop, primarily from damaging wind gusts.
SPOTTER AND EMERGENCY MANAGEMENT ACTION STATEMENT... Local Spotter
Activation May Be Needed.
.DAYS TWO THROUGH SEVEN...Saturday through Thursday.
SATURDAY and SUNDAY...Thunderstorm and Dangerous Heat Potential.
MONDAY through WEDNESDAY...Thunderstorm Potential.
THURSDAY...No Hazards.
EXTENDED DISCUSSION...
A boundary will likely be stretched across northeast Oklahoma at
daybreak Saturday and is expected to sag southward before stalling
near Highway 412 by midday. Hot and humid conditions with heat index
values as high as 109 are likely to develop along and south of the
boundary. The boundary will also serve as a focus for scattered
thunderstorm development by late afternoon. Conditions will support
at least a limited severe storm threat, with locally damaging winds
being the main hazard. The boundary will push southward during the
evening and overnight, shifting the focus for additional development
into southeast Oklahoma and west central Arkansas on Sunday. The
limited threat for severe storms will extend into Sunday. Locally
heavy rainfall will also be a threat with thunderstorms this weekend.
Cooler conditions will move into the region, particularly for the
Monday through Wednesday period, bringing a pause in the heat and
humidity across the area. Near daily shower and thunderstorm chances
will continue through the middle of next week, primarily during the
daytime.
