...FLOOD WATCH REMAINS IN EFFECT THROUGH SUNDAY MORNING...

...THIS IS PARTICULARLY DANGEROUS SITUATION...

* WHAT...Flooding caused by excessive rainfall continues to be
  possible.

* WHERE...Portions of central, eastern, north central, southeast,
  southwest, and western Arkansas.

* WHEN...Through Sunday morning.

* IMPACTS...Excessive runoff from an extremely rare multi-day heavy
rainfall event is expected to result in the flooding of rivers,
creeks, steams, and other low-lying and flood-prone locations.
Extensive rare, and at times catastrophic, flash flooding is
likely if forecast rainfall totals are realized. Flash flood water
levels may reach areas that rarely or have never flooded before in
addition to the threat faced by low-lying areas. The potential for
rare flash flooding may pose a significant threat to life and
  property.

* ADDITIONAL DETAILS...
  - Continuing on Thursday, a multi-day heavy rainfall event is
expected to set up along a stalled frontal boundary extending
from southwest to northeast across Arkansas. While this
boundary may drift northwest or southeast each day across the
state, multiple rounds of heavy thunderstorms are expected to
drop 6 to 10 inches of rain across the flood watch area.
Isolated pockets of 12 to 15 inches of rain are also possible
wherever heavy thunderstorms fall over the same area for
consecutive days. The forecast heavy rainfall in this event
has a return interval of anywhere from 25 to 100 years. In
other words a heavy rainfall event of this magnitude falling
within 4 days is an event that happens once in a generation
to once in a lifetime. Historic rainfall totals and impacts
    are possible.

...FLOOD WATCH REMAINS IN EFFECT THROUGH SUNDAY MORNING...

* WHAT...Flash flooding and flooding caused by excessive rainfall is
expected. With 1 to 3 inches already fallen and another 7 to 10
inches forecast, a particularly dangerous situation is likely to
  develop.

* WHERE...All of southern Illinois, southwest Indiana, western
  Kentucky, and southeast Missouri.

* WHEN...Through Sunday morning.

* IMPACTS...
...This is a particularly dangerous situation...

Excessive runoff may result in flooding of rivers, creeks, streams,
and other low-lying and flood-prone locations. Creeks and streams
may rise out of their banks. Low-water crossings may be flooded.
Extensive street flooding may develop. Flooding may occur in homes,
businesses and other locations not normally subject to flooding.
Roadways may wash away near creeks and culverts.

* ADDITIONAL DETAILS...
  - Multiple rounds of locally heavy rainfall over several days
will result in extreme forecast amounts of up to 1 foot of
rain that will cause the risk of flash flooding and flooding
to rise markedly and create a particularly dangerous flooding
    situation.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

You should monitor later forecasts and be alert for possible Flood
Warnings. Those living in areas prone to flooding should be prepared
to take action should flooding develop.

This Hazardous Weather Outlook is for a Large Part of Arkansas.

.DAY ONE...Today and Tonight

A stalled boundary across the state of Arkansas will lead to
another multi-faceted threat of severe weather. An Enhanced Risk
(level 3 out of 5) occupies a large portion of the state. All
hazards will be possible from large hail (in excess of baseball-
sized), damaging wind gusts (60+ mph), and a few tornadoes (a
couple of which may be strong).

Additionally, heavy rain will continue to fall across the state in
the same locations where 1 to 3+ inches of rainfall fell during
the day on Wednesday. Expect locations to experience flash
flooding as well as the potential for likely river flooding as
river basins continue to see more rainfall.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday

An Enhanced Risk (level 3 out of 5) for severe weather will be
present on Friday and Saturday. All hazards will be possible.

Additionally, rainfall totals across the state will continue to
increase and the risk for flash flooding and river flooding will
continue to increase statewide as the stalled boundary will remain
parked across Arkansas with several rounds of heavy rainfall
likely. Heed all blocked roads (by finding an alternate route) due
to high water and never attempt to drive through high water as
the power of water can easily sweep away a vehicle or hide a
compromised or missing roadway surface underneath the high water.
The latest river forecast will need to be monitor closely and
vigilantly to rapidly changing conditions given the overall steady
increase in rainfall totals across the state.

.Spotter Information Statement...

Spotter activation is likely not needed.

...LIMITED SEVERE THREAT AFTER MIDNIGHT SOUTH OF INTERSTATE 40...

This Outlook is for Northwest and West Central Arkansas as well as
much of Eastern Oklahoma.

.DAY ONE...Tonight.

SEVERE THUNDERSTORM.
RISK...Limited.
AREA...South of Interstate 40.
ONSET...After Midnight.

DISCUSSION...
Another round of thunderstorms is expected to develop near and
just north of a stalled frontal boundary toward daybreak Thursday,
most likely across areas south of Interstate 40. These storms will
largely pose a large hail threat, although depending on how far
north the boundary stalls, there may also be an excessive
rainfall, damaging wind, and limited tornado threat.

SPOTTER AND EMERGENCY MANAGEMENT ACTION STATEMENT...
Local Spotter Activation May Be Needed.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday.
THURSDAY...Severe Thunderstorm Potential.
FRIDAY...Severe Thunderstorm Potential...Heavy Rain Potential.
SATURDAY...Thunderstorm Potential...High Wind Potential
        ...Heavy Rain Potential.
SUNDAY...High Wind Potential.
MONDAY AND TUESDAY...No Hazards.

EXTENDED DISCUSSION...
The weather pattern remains favorable for multiple rounds of
heavy rain and thunderstorms Thursday through Saturday especially
from southeast Oklahoma through northwest Arkansas. Expect both
flash flooding and main stem river flooding concerns to increase
both Friday and Saturday. Severe weather potential will also exist
Thursday and Friday, focused across areas south and east of
Interstate 44. Large hail and damaging winds will be the main
concerns, although a limited threat for tornadoes may also exist.

Rain chances will gradually end during the daytime Sunday, with
breezy northerly winds persisting through the afternoon.

EMERGENCY MANAGEMENT PLANNING STATEMENT...
Severe weather and flooding impacts are likely to impact
parts of eastern Oklahoma and northwest Arkansas now through the
weekend. Multiple periods of response may be required.

This Hazardous Weather Outlook is for portions of southern
Illinois, southwest Indiana, western Kentucky, and southeast
Missouri.

.DAY ONE...This Afternoon and Tonight

A major outbreak of severe storms with strong, long track
tornadoes, very large hail, and damaging winds is expected across
the Quad State this afternoon and evening, and possibly into the
overnight hours. Storms will move to the northeast at 60-70 mph.

The storms will eventually form into a line tonight, mainly over
west Kentucky. The line may become stationary resulting in heavy
rainfall and possibly some flooding problems. A Flood Watch is in
effect for the entire region.

A Wind Advisory is in effect for the entire region until midnight.
South winds may gust 40 to 55 mph at times ahead of the storms.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday

Multiple rounds of showers and thunderstorms with heavy rainfall
are expected Thursday through Saturday night. A Flood Watch is in
effect for this entire period. Significant flash flooding and
rapid rises on area rivers are likely. River flooding is already
forecast in some locations. The worst flash flooding threat will
be Friday night through Saturday night.

In addition, to the heavy rainfall and flooding concerns, severe
storms will be possible over much of the region Thursday afternoon
and night, and again Friday night into Saturday.

.SPOTTER INFORMATION STATEMENT...

Spotter activation is requested tonight across the entire area and
will likely be required as needed through Saturday.
