isolated by floodwater. Residents should either leave or have
provisions for a prolonged stay.

* WHAT...Flooding caused by excessive rainfall continues to be
possible.
* WHERE...Portions of central, eastern, north central, southeast,
southwest, and western Arkansas.
* WHEN...Through Sunday morning.
* IMPACTS...Excessive runoff from an extremely rare multi-day heavy
rainfall event is expected to result in the flooding of rivers,
creeks, steams, and other low-lying and flood-prone locations.
Extensive rare, and at times catastrophic, flash flooding is
likely if forecast rainfall totals are realized. Flash flood water
levels may reach areas that rarely or have never flooded before in
addition to the threat faced by low-lying areas. The potential for
rare flash flooding may pose a significant threat to life and
property.
* ADDITIONAL DETAILS...
- Continuing on Thursday, a multi-day heavy rainfall event is
expected to set up along a stalled frontal boundary extending
from southwest to northeast across Arkansas. While this
boundary may drift northwest or southeast each day across the
state, multiple rounds of heavy thunderstorms are expected to
drop 6 to 10 inches of rain across the flood watch area.
Isolated pockets of 12 to 15 inches of rain are also possible
wherever heavy thunderstorms fall over the same area for
consecutive days. The forecast heavy rainfall in this event
has a return interval of anywhere from 25 to 100 years. In
other words a heavy rainfall event of this magnitude falling
within 4 days is an event that happens once in a generation
to once in a lifetime. Historic rainfall totals and impacts
are possible.

This Hazardous Weather Outlook is for a Large Part of Arkansas.
.DAY ONE...Today and Tonight
A stalled boundary across the state of Arkansas will lead to
another multi-faceted threat of severe weather. An Enhanced Risk
(level 3 out of 5) occupies a large portion of the state. All
hazards will be possible from large hail (in excess of baseball-
sized), damaging wind gusts (60+ mph), and a few tornadoes (a
couple of which may be strong).
Additionally, heavy rain will continue to fall across the state in
the same locations where 1 to 3+ inches of rainfall fell during
the day on Wednesday. Expect locations to experience flash
flooding as well as the potential for likely river flooding as
river basins continue to see more rainfall.
.DAYS TWO THROUGH SEVEN...Friday through Wednesday
An Enhanced Risk (level 3 out of 5) for severe weather will be
present on Friday and Saturday. All hazards will be possible.
Additionally, rainfall totals across the state will continue to
increase and the risk for flash flooding and river flooding will
continue to increase statewide as the stalled boundary will remain
parked across Arkansas with several rounds of heavy rainfall
likely. Heed all blocked roads (by finding an alternate route) due
to high water and never attempt to drive through high water as
the power of water can easily sweep away a vehicle or hide a
compromised or missing roadway surface underneath the high water.
The latest river forecast will need to be monitor closely and
vigilantly to rapidly changing conditions given the overall steady
increase in rainfall totals across the state.
