...FLOOD WATCH IN EFFECT FROM WEDNESDAY MORNING THROUGH THURSDAY
AFTERNOON...

* WHAT...Flooding caused by rain and snowmelt is possible.

* WHERE...A portion of central New York, including the following
  counties, Jefferson and Lewis.

* WHEN...From Wednesday morning through Thursday afternoon.

* IMPACTS...Excessive runoff from snowmelt and rainfall may result

  flood-prone locations. Ice jams will also be possible in areas
  where significant ice remains.

* ADDITIONAL DETAILS...
  - Between an inch and an inch and a half of rain is expected
    Wednesday through Wednesday night. This combined with warm
    weather will result in snow melt, with a deep snow pack in
    place across the Black River basin. This will cause rises on
    the Black River, Moose River, Independence River, and Beaver
    River as well as other tributaries. There is a risk of
    flooding due to high flows or ice jams.

...FLOOD WATCH REMAINS IN EFFECT THROUGH THURSDAY AFTERNOON...

* WHAT...Flooding caused by a combination of rain, snowmelt, and ice
  jams is possible.

* WHERE...All of northern New york and northern and central Vermont.

* WHEN...Through Thursday afternoon.

* IMPACTS...Excessive runoff from snowmelt and rainfall will cause
  sharp river rises, likely resulting in river ice break up. Ice
  jams will be possible, along with rapid onset flooding. Flooding
  of rivers, creeks, streams, and other low-lying and flood-prone
  locations will be possible and creeks and streams may rise out of
  their banks.

* ADDITIONAL DETAILS...
  - Mild temperatures will lead to rapid rises on area rivers
    through early this week. This will be followed by widespread
    rain Wednesday into Thursday. Rising rivers will cause river
    ice to break up and flow, potentially resulting in ice jams
    and associated flooding. As rain moves in Wednesday, the
    threat will turn more toward open water flooding for those
    waterways that have lost their ice. Any open water flooding
    will likely persist through Thursday.

...Patchy Black Ice Through 9 AM This Morning...

Significant snowmelt yesterday, combined with temperatures
falling below freezing overnight, has allowed patchy black ice to
form on untreated ground surfaces across portions of the southern

should allow extra time to reach their destination and be prepared
